Advisory Committee

The Advisory Committee is commissioned by and responsible to The Vermont Governor’s Council on Physical Fitness and Sports and between meetings shall have general supervision of the administration and property of The Council except in matters specifically reserved to the Council by the bylaws pursuant to its delegation of authority.

Appointments and Composition

  1. The Chairperson for this Council shall act as the presiding officer of the Advisory Committee meetings. Other members shall consist of the Vice Chair, Immediate Past Chair, Secretary, Treasurer and others as may be elected by the Council.
  2. Vacancies in the Advisory Committee shall be filled by Council Member’s vote.

Responsibilities

  1. Ensure that the Council and its committees fulfill their responsibilities.
  2. Serve as a sounding board for the Council Chair and Committee Chairs.
  3. Serve as the Council’s mechanism for overseeing the institutional planning process and progress toward goals and objectives.
  4. Coordinate the work of the council and make recommendations to the Council for action.
  5. Act on behalf of the full Council in emergencies when empowered to do so.

 

Finance Committee

The Finance Committee is commissioned by and responsible to The Vermont Governor’s Council on Physical Fitness and Sports and shall assume responsibility for the budget, financial operations, and accounting systems of the Council.

Appointments and Composition

The Chairperson, with the approval of the Council, shall appoint for his or her term of office such committees as the council deems appropriate.

The Finance Committee shall consist of at least two members of the Council who are appointed by the Chairperson. Additional individuals who are not Council members may be appointed by the Committee Chair with the approval of the advisory committee.

Any member of the Finance Committee unable to serve shall notify the Committee Chair in a timely manner.

Responsibilities

  1. Develop the annual operating budget in cooperation with the Committee Chairs and present it to the Council for adoption.
  2. Develop quarterly statements of income and expenditures.
  3. Review proposed financial transactions not provided for in the budget, and submit such variances with recommendations to the Advisory Committee for approval.
  4. Annually appraise the financial control and accounting systems of the Council, recommend any changes deemed appropriate, ensuring that the practices remain within acceptable accounting procedures and standards.
  5. Recommend an internal group who will review the procedures at the close of each fiscal year.

 

Nominating Committee

The Nominating Committee is commissioned by and responsible to The Vermont Governor’s Council on Physical Fitness and Sports and shall assume responsibility for the recruitment and development of officers and Council members.

Appointments and Composition

The Nominating Committee shall consist of at least three members of the Council. Members are appointed by the Advisory Committee.

Responsibilities

  1. Recruit and nominate officers for election at the annual meeting.
  2. Recruit and nominate for service such candidates who evidence interest and commitment to physical fitness and sports.
  3. Conduct an ongoing orientation and training program for all Council members.
  4. Ensure that all committee members receive proper orientation and training by their committee chair.
  5. Review annually the procedures for recruitment, development, and evaluation of Council members.
  6. Maintain a profile of current Council members and review the performance of individual Council members in accordance with established criteria.

 

Fundraising Committee

The Finance Committee is commissioned by and responsible to The Vermont Governor’s Council on Physical Fitness and Sports. The committee shall raise funds and secure in-kind contributions and services to meet the financial needs of the Council and to ensure long range financial security.

Appointments and Composition

The Chairperson, with the approval of the Council, shall appoint for his or her term of office such committees as the council deems appropriate.

The Fundraising Committee shall consist of at least three members of the Council who are appointed by the Chairperson. Additional individuals who are not Council members may be appointed by the Committee Chair with the approval of the Advisory Committee.

Responsibilities

  1. Coordinate all fundraising projects.
  2. Set annual goals for support from state, private, and public sources and design strategies for accomplishing them.
  3. Access prospective individual, corporate, foundation, and organizational donors.
  4. Raise the funds and secure the in-kind contributions and services which are called for in the annual budget.
  5. Develop an annual fundraising plan, report regularly on fundraising efforts, and make recommendations for improvement.

 

Public Relations Committee

The Public Relations Committee is commissioned by and responsible to The Vermont Governor’s Council on Physical Fitness and Sports and shall actively promote the work of the Council and provide public relations assistance to Council members and subcommittees.

Appointments and Composition

  1. The Public Relations Committee shall consist of at least three members of The Governor’s Council on Physical Fitness and Sports, appointed by the Public Relations Committee chair. The Public Relations Committee chair may appoint additional individuals who are not Council members.
  2. Any member of the Public Relations Committee unable to continue serving shall notify the Public Relations Committee chair in a timely manner.

Goals

  1. Establish and increase public awareness of the Council and its mission.
  2. Enhance positive public perception of the Council and its work.
  3. Promote the Council’s programs and activities.

Responsibilities

  1. Produce Council publications.
  2. Assist Council Committees, when requested, in the production of Council public relations materials.
  3. Establish and maintain good working relationships, both proactive and reactive, with the media.
  4. Work with the Council Secretary to prepare and distribute approved press releases.
  5. Compile and maintain photos and other graphics for internal and external public relations.
  6. Create public relations materials checklist for all Council events.
  7. Responsible for Council website.
  8. Monitor and report to Council on the effectiveness of public relations activities; maintain files of clips and essential correspondence.
  9. Report to Council, at least annually, evaluating the work of the committee and making recommendations for improvement.
